Actually don't do that, get intel 12400(F) or 12700(F), if you have the budget for 5800X, get 12700 instead because it's much faster.
B660 or H670 motherboard would work well, pick one with DDR4, and pair that with 2x8 or 2x16GB DDR4-3600 RAM.

Start with a 12400F, B660 motherboard, 2x8GB 3600 CL16 RAM, 1TB SSD and a 650 to 750w PSU. It would be around $600-700 for everything but the GPU.
If you need to fit a monitor in the budget i would be a bit closer to $800-900 for part's (could be lower)

Made a budget build here. Will do 1080p high refresh rate and 1440p 60hz fine. If you have a bigger budget you can upgrade the GPU, buy better ram, or get more storage.

I have a similar setup for my upstairs PC (was a Ryzen 5 5500 paired with a 6650 XT, which I upgraded to a 6750 XT)
This is an excellent build and I'd recommend spending a bit extra on a case that you like.
A beginner level gaming PC in my opinion would be around 500-1000$. This build will run any games at 1080p fine, if you are targeting this resolution.
You can do a quick search on YouTube for the gaming performance of the Ryzen 5600 and the AMD 6600 GPU. If you are satisfied with the frame rate it offers, then this build will give you great performance/price ratio.

If you live in the USA you could be able to buy a hp z440 of ebay for like 100 -160 dollar (depending on your bidder luck)and just put the Vega in Would put you at 250 dollar total !!!
Then turbo unlock on the HP board is also possible.
One thing of course you would need too is investing some money into an SSD where you can use an m2 on a china board I used a 512gb that was 20dollar kioxia brand

Even the weakest combination will suffice fully for the usecase you mentioned and beyond it.
$3000+ will get you god tier, $1500 will net you a solid PC. If you're willing to sacrifice and play fast and loose with used parts, you can do a reasonable 1080p rig for $500-700.

It's overkill for what you want to do, but at least you're investing in parts that won't be obsolete anytime soon. If you wanted to go cheaper, you could find a used 3600 for around 190$, pick up a budget B450 motherboard, and find a used gtx 980 for 250$. Prices are all over the place right now, finding a video card that's worth the investment is difficult.
