I think I found mine at TJX or Marshalls in their luggage section. Distinctive enough. Have not had an issue identifying my bags on the carousel.
If you don't need to write on them, I'd suggest braiding some brightly colored lengths of cord and tying them to the handles. I think Dollar Tree still has 25 foot lengths of knockoff parachute cord that would work.

I made bright wraps out of fabric which I sewed onto the handles. No one will accidentally walk away with my luggage, and the fabric makes the handles more comfortable to use. You only need a small scrap of fabric for this project.
For luggage tags I wrote my contact information on a piece of card stock, punched a hole in it, sewed a simple cover out of felt (so that my contact information isn't visible) then looped a plastic tie through the hole.
The handle wraps and the luggage tags together should cost less than $10.
Pro tip: take photos of all your luggage and carry-ons with your phone. If you lose something or the airline does, then you'll be able to easily show them what the pieces look like.

Just a word of caution too, most boutiques will say they don’t have tags in stock so I would suggest ordering them first from your local boutique and take them on your trip to be hot stamped.

You have to get the tag and then hot stamped at a LV boutique for free. Luggage tags are about $90 each. But you must have a purchase history with them, the last time I checked

I put the reddit logo on them because I have to be able to demonstrate they're a parody fair use of United's protected marks (and that was the easiest way for me to solve this over on the Delta subreddit).
