Gintama is mostly comedy at first but once the serious arcs get going it's more like what you're looking for (though the comedy is great too imho). And no romance, more of a focus on friendship/family. It's more sci fi than magic technically, but it's not too technical so it serves a similar role as magic tbh, and in later arcs there is a lot of magic type stuff brought in. Also the main characters aren't super powered (well Kagura is kinda since she's an alien with super strength) but they tend to go up against enemies with super powers and the main characters are definitely stronger than normal humans.
Also if you liked One Punch Man I also highly recommend Mob Psycho 100. They're both good (they're made by the same guy) but to me Mob Psycho is by far the superior series as far as characters and storytelling goes. It has a similar theme involving a character dealing with OP superpowers, but it goes in a different direction with it, and goes into a lot more depth on the topic. Plus the action scenes are fucking phenomenal.

About 60 episodes into Gintama give or take is the first genuinely serious arc, though there are some minor pseudo-serious arcs before then, I don't really recommend skipping, since the lead up episodes do a lot to set up the characters and their relationships, plus other important plot points that resurface later. The only episodes I'd say you should skip are the first two episodes, which for some reason were filler. The canon episodes start at episode 3. After that the filler episodes aren't very common, and they're pretty much indistinguishable from canon so you don't have to worry about skipping them.
There is a movie, which is tied in to the story more than most anime movies would be (and is also a really damn good movie). You can watch it after episode 265.
In the first part of Dragon ball when Goku is still a child you can feel the sense of adventure and wonder that we know and love in One Piece, I'm pretty sure that Oda was influenced by it.
Also the fights are just amazing. Toriyama knows how to draw movement the best in manga.

If you are going to watch the anime, do the English dub. One of the best English dub anime I have ever seen. Voice actors put a lot of life into each character.

it’s definitely not up there for objective best anime of all time, but it’s probably my all time most enjoyable anime to watch. when it’s trying to be funny, it is, but it also can be serious and pretty good. it blends the two really well i think. theres enough plot to keep it going and it not being a bunch of random stuff, but also where random, meaningless in the long term stuff can still happen a lot while the plot develops. it also has a great diverse cast of entertaining characters.
whatever anime you recommend doesn’t have to meet any of this “criteria”, it’s up to you what you find to be the most enjoyable and entertaining, but this is what i like so much about OPM and i’m looking for another anime to fill that void after waiting years for another season. i also want to note that i’m not specifically only asking for super light hearted, barely plot driven anime’s. i’m open to any of them, but that’s not all that i’m requesting

The main appeals of this anime are: a goofy soundtrack, a playful narrator, everyone gaslighting themselves, a snowballing misunderstanding that has taken on a life of its own (and will never die), just enough hidden information to keep the audience guessing "what's REALLY happening?!", an unironically cool sounding electric guitar OP song, a really silly ED song, and lastly, characters delivering the preview of the upcoming episode through humorous rap battles.
I also recommend "Gamers!" if you like misunderstandings that are NEVER resolved.

ONES other manga/ anime Mob Psycho 100, similar vibe but has it's own style too. OPM is a guy who wnats to be strong, seeks conflict and becoming bored , Mob is OP but just wants to be normal and gets dragged into conflict. The fights in it are sublime (animated by BONES) and it is very well written, probably better than OPM once you finish S02 and look back

So my dad has stumbled upon one punch man and absolutely loves it, he binged both seasons in less than a week. This is crazy because is not someone who likes anime at all so I was surprised when he told me he had been watching it. My goal is to get him to like anime as a whole and not just one punch man and he's willing to try another anime, so here's my question for you guys, what anime's do you recommend that is somewhat similar to one punch man that you think he may like?
