Not sure if I would consider all of Monogatari ecchi. It has its fanservice, but the only part that could even be a contender for ecchi is Nisemonogatari.

Comedy focused:
Mm! - While this doesn’t have nudity it has plenty of fan service, but is probably the most funny ecchi shows I have seen.
High School DxD - I’m not sure if this fits better in comedy, action or story, but it’s great since all three elements tie into one another.
Hensuki - Great show, a lot of people won’t like the ending, but I think the ending is fantastic and offers a good rationale on behalf of both individuals involved.
Why the hell are you here teacher? - This is my favorite Ecchi show. Unfortunately, it’s short with each episode being ~12 minutes long. But it’s fantastic in both humor and aesthetics, if you catch my drift.
In the above category you have some of my favorite comedy Ecchi shows, Mm! is the most funny, I found myself laughing several times per episode, perhaps excluding the first as it is mostly for setup.
Romance
Monster Musume - Even if monster girls aren’t your thing, as they aren’t mine, this show is great. The ladies have their own personalities which are unique and varied as well as their physical differences. The Main Character is also a genuinely good guy, not a scum bag nor is he a dope.
My Girlfriend is Schobitch - The premise is unique in that the female MC is trying to be the best girlfriend she can to the male MC. This results in situations arising that wouldn’t normally occur because she’s trying to cater to his desires. It is also quite comical.
To Love Ru - While also a comedy this is also the longest series I can recommend within the Ecchi genre. The show has 4 seasons in total, and spans over a decade, so the first season looks fairly dated compared to today’s standards, but increases in each season - if you want a comparison look up To Love Ru and then compare it with To Love Ru Darkness 2 (which is the 4th season.)
A lot of Ecchi are romance to some degree as I find the best Ecchi shows are also comedies. Even all of the shows in the comedy category focus on relationships to some degree, but these aren’t quite as funny as those, yet are focused on romance.
Action
Azur Lane - This one looks great, and has some very unique tales on action with historical battleships.
Valkyrie Drive Mermaid - I like the power system. Essentially the women have a virus, each is usually an Extar or Liberator. The Liberator arouses her Extar partner, and the Extar then turns into a weapon for the Liberator to use in combat. This is also 100% women, so if you’re into girl on girl with combat, you can’t go wrong.
Freezing (and Freezing Vibrations) - I thoroughly enjoy this show, it feels more adult compared to the other two IMO due to the addition of more visual blood than the others and you get a sense of more serious injuries incurred during the fights.
Other shows have good action as well, such as High School DxD.
I know I left out some popular shows in these categories such as Prison School, but it wasn’t one of my favorites compared to these, that doesn’t mean it was bad, just not as funny to me.
Now, I will list some that I expected to like, but didn’t care for:
Queens Blade, that show was painful to go through, the combat was very short when it occurred and there was almost no humor so it really was not enjoyable IMO.
Testament of Sister New Devil, the only other show (alongside Queens Blade) that I struggled to get through. Why? The action was fine and all, but the over use and forced use of “Brother and Sister” being used between two non-siblings made it much more incest oriented than it had any reason to be. The MCs aren’t siblings, aren’t step siblings, aren’t adopted siblings, etc. yet they refer to each other as Big Brother and Little Sister nearly every episode - several times while being basically soft core porn at some points.
High School of the Dead, I want to add a special mention for this show. Not that it was bad by any means, but it had the single most annoying character in it from any of the Ecchi shows I own (and I own over 30 series on blu ray) that made me dread any scene she was in. The damn nurse, I know, a lot of folks probably hate me, but she was the token ditzy blonde bombshell, yet is also the school nurse and somehow dating the 4th best sniper in the world. She serves no purpose other than being the only adult shown in any state of undress so they could toss some nipples in the show. If she wasn’t in it, this show would be much higher, if you like that trope, go for it, but I loathed that lady. To give you an idea of what I mean, she’s a school nurse, can’t be that dumb, right? Time is short, she’s handed a cell phone with limited battery - she takes the time to count out the buttons to make sure they’re all there… She literally points to the first 4 or 5 and counts them 1 - 2 - 3 - 4, etc.

I would add Harem in a Labyrinth from Another World and How not to Summon a Demon Lord since both have uncut/uncensored versions on Crunchy/Funimation.
I haven’t seen how not to summon a demon lord yet, but my blu ray copy will be arriving tomorrow, so that’s about to change!
I also haven’t seen most of Harem in a Labyrinth because when I tried watching it on Crunchyroll there were massive Microsoft-style text boxes blocking 90% of the screen at several spots, while I don’t watch Ecchi shows exclusively (or even primarily) for the revealing nature, that is not remotely enjoyable to watch. Maybe I’ll snag the blu ray at some point.

Its one of the funniest shows I've ever watched, with genuine laugh out aloud moments, with tons of ecchi things. My only complain about the show is there isn't more seasons.

Most of the recommendations you've gotten here aren't very well graded. As /u/RascalNikov1 mentions, there's a very large spectrum of ecchi.
It starts at: underwear flashes + boob jiggles
It ends at: basically animated soft pornography, with sexual acts that are normally only found in porn films.
If My Dress-up Darling is your first experience of this, it is also in the more "nudge nudge wink wink" sort of category than the "clothes ripped off the characters" category or the more extreme "feel free to masturbate to this" sort of category.
Unfortunately, there's not really any good classification for ecchi to help you know what you're getting into, and My Dress Up Darling also has production values you generally don't find in most ecchi.
I would suggest your next watches should be:
First: [Shimoneta] (https://myanimelist.net/anime/29786/Shimoneta_to_Iu_Gainen_ga_Sonzai_Shinai_Taikutsu_na_Sekai) - bawdy humour, some interesting political undertones, solid story, pushes some limits but not too far.
Second: Yamada's First Time - a rather sweet romance that grows out of a very un-sweet premise, and a good example of medium level ecchi-ness meets romcom with the sort of things that ecchi offers that other genres doesn't have. Has one or two scenarios a little like My Dress Up Darling.
Third: Armed Girls' Machievelism - battle shounen, ecchi style. Lots of panty flashes, raunchy bits without pushing too far outside most people's comfort zones and an absolute banger of an OP.
Fourth - Highschool DxD, as everyone seems to end up watching this one.
High School DxD will have you jerking off while being incredibly entertained by the story simultaneously.

Ecchi is a vast world from pretty tame to right raunchy. It looks like you lean towards the tamer side of things which isn't my forte. Most of the high school romances will contain a little ecchi. Here is what I could recommend for you:

I've been trying to find some good Ecchi series after finishing DxD Hero (which was incredible btw), but besides Shinmai Maou no Testament (still nowhere near as good, apart from the badass MC), I've not really found anything that would say it at least good.
I've tried multiple ones, but for really Ecchi series, like the two I mentioned above, I didn't find much.
It could also be less Ecchi stuff like Saekano for example, which I still find quite ecchi, but it's not the focus of the series.
As always I prefer romances, it's almost entirely what I watch

Te dos os que já assisti em meados de 2019-2023, eu acho que a uma top list entre quais seriam os melhores que já vi, levando em conta: roteiro, animação, vozes, variedade, um bom enredo algo que não fique preso somente a uma garota ou um acontecimento, o nível do Ecchi (alguns possuem uma leve censura outros não), e as beldades que possuem no anime. Dado isso acho que meu top list seria:
1- High School DxD (especificamente a primeira temporada, e até onde a xenovia entra)
2- Date a Live (não possui muita coisa, mas a história me pegou bastante, assistii duas vezes, high school DXD também, mas nele faltou o diferencial de quem originalmente o prota deveria ficar que seria a Tohka)
3- Shimoneta to lu (achei bem plausível a colocação dele)
4- Monster Musime No Iro Nichijou (está em pé de igualdade com Shimoneta isso é fato,esse tem tudo de bom, mas o que falha foi meio que o final dele, achei meio brocante ou algo semelhante. Tem garotas lindas, a Lâmia não lembro o nome é bem gata por sinal, junto com a mulher que cuida das relações inter espécies)
5- Ishuzoku Reviewers (há de tudo um pouco nele, muitas mulheres bonitas, mas achei a história meio sem graça e sem sal, as vacas por sinal são minhas favoritas)
6- Kaifuku (não tenho muito o que falar sobre ele, a história no início de prende um pouco por ele ser um herói de cura com uma habilidade bem diferente de outros heróis de cura que já vi em outros animes, mas esse diferencial dele tinha que ser bem mais desenvolvido, o desejo compulsivo dele de transformar a todas em escravas sexuais somente por "vingança" não acho que seja motivo tão plausível, merece uma segunda temporada.
7- Peter Grill no Kenja Jikan ( tá pau a pau com Kaifuku, mas sinceramente ele deveria estar acima também de Kaifuku, mas tem algumas coisas nele que não fazem com que ele esteja acima, o relacionamento dele com a sua noiva/esposa, é num tanto quanto demorado, se comparar que ele é um cara forte pro verso dele, e vir várias garotas de outras espécies só pra deitarem com ele, e a mulher dele nunca perceber, me dá um ar de que a essência do anime é a questão somente da traição que ele comete contra ela)
8- Shokugeki no Souma ( por incrível que pareça e pra surpresa de 0%, mesmo possuindo aqueles gemidos altos para um caramba, não se enquadra tanto no gênero Ecchi, da forma mais convencional que conhecemos)
(Alguns não citados como Prison School, Kill La Kill, Kakegurui, foi por que não lembro de os ter visto) Caso queiram adicionar mais coisas, sobre algumas discordâncias do por que algumas afirmações minhas estão erradas sou todo ouvido.
