Spanishdictionary.com is an iPhone app that is offline. I’m not sure if they have other languages but this one is awesome!
All the translation apps and programs I know of and own only work with internet access.

I can confirm that this works perfectly fine, the only thing you won't get offline in Google Translate is voice translation. Even photo translation works offline.
EDIT: I actually couldn't get photo translation working offline just now, which is interesting, because it used to work.
EDIT 2: Okay, so, for some reason, the photo translation downloaded language files are different files from the regular downloaded language files now, so you have to download the photo-specific ones if you want to use the photo feature offline.

I just tried downloading the Glosbe app, but it doesn't work and doesn't translate when i'm disconnected from the internet. Are you sure Glosbe is an offline service?

Golden dict/golden dict ng. You can literally load hundreds of whatever dictionaries tou want there. Some are probably not free, but we all know they can be found... Golden dict ng can even integrate with anki.

I’m looking for recommendations for a translator app that works without cell service or WiFi.
I definitely need it to work for Spanish, but bonus if other languages also are included. Super bonus if it’s more accurate than google translate in terms of the responses being modern or more aligned with how people would typically speak.
Worth nothing this is for Central/South American Spanish, opposed to Spain.

Exactly, I've used it in Thailand, Japan, Italy, France, Spain, and Germany, with pretty good results. The live camera translator is amazing for signs, menus, even handwritten things, it can be a little spotty with Asian languages but you usually get the general idea. Using the talk function has always gotten me through conversations with ppl, so overall I highly recommend it. Also it's free and you can download all the languages you need so you don't need internet access to use it when you're out and about.
I think that's only available on mobile though. Deepl below seems to have a pc version available too

Maybe this is well known but I learned today you can download certain languages on the Google Translate app for offline use. Great prep for situations where cellphone towers go down/ are overloaded in an emergency.
Also good for traveling overseas and not having a crazy cell phone bill when you get back.
You can point it at text (like a sign or menu) and it will translate in real time. I used this in Havana, Cuba last year to read a bunch of plaques in the museums. It works well enough to give you an idea of the meaning.

Togo a step further, it has a tap to translate feature. If you enable this you get a chat head icon every time you copy text, and if you hit the icon it has the translation between the two languages you have setup. It's very handy if you're using a chat application with someone to translate on the fly.

That one was retired in 2021. It is no longer supported, functional, or available on the Microsoft Store.
I know of a translation server, that you can run localy and so use it like google translate using localhost as the adress. Called LibreTranslate it is on github. And so you can even use the api of your self hosted translator for programes that suport it.

I used to rely on Microsoft Translator, but unfortunately it has been retired. It's no longer available on the Microsoft Store, and even if you manage to download the app from another source, the offline language packs fail to install, making it basically useless for offline use now.

Firefox has an offline translator builtin. You can just open a simple html file from your computer that has a text field, select text and right click and hit translate. (You can even make a bookmarlet that gives you a text field).
Or you can download https://translatelocally.com/downloads/ which is a desktop app of the same (not sure if it's updated as often as the firefox extension though).
You can use Whisper, it's completely offline, works great, and it's free. But you need to set it up, and probably also add something like ffmpeg to convert your files before feeding them into Whisper.
If you are OK with a single time purchase for lifetime access, including updates, I published an app that does exactly that. It's called Private Transcriber Pro, you simply drag and drop a video or audio file, and it transcribes it for you automatically. It runs on any machine, without Internet or GPU required. But if you do have a GPU, it will run much faster. You can also choose to translate the text into English or keep the original language.

What I’m after is something much simpler, basically an offline alternative to the Google Translate or old Microsoft Translator app for Windows. Just straightforward plaint text translation between common languages with downloadable language packs, no transcription, no media files, no advanced setup. Ideally lightweight and easy to use.

I would suggest you to run a local instance of a a popular open source LLM that's trained for languages that you need to translate. You need somewhat beefy GPU with good amount of VRAM for that though.
There are no free offline translators for Windows with a good translation quality and good GUI. The most similar to MIcrosoft Translator is Lingvanex, you can ask for discounted price or free trial.
By the way you can search for Apertium, it should be totally free, but supports not so much languages

Had a look on F-Droid, Mitzouli seems very interesting, however seems it was last updated about 10 years ago and I wonder if there are now better tools available, that can do as much or better (I don't need a huge variety of languages) than Google Translate.

I second everyone here about using DeepL. But as nifaru said, it's limited to Romance languages. And yes, I wouldn't rely on it completely. Always double check!
If you're looking to expand into Asian languages, like Japanese, I'd recommend Reverso. I've used it. Though it's not entirely accurate, it helps me figure out the gist of some of the longer sentences I run into when translating manga.

I mean languages like Spanish, Italian, French, Portuguese. But DeepL has German and Russian too! Just no languages like Chinese, Japanese, or Korean like Reverso does. If you're translating Japanese, I recommend Tangorin and Weblio. Eikawa.DMM is helpful too. For Manga specifically the Jaded Network is nice because it has a SFX dictionary.
I joined a fun scanlation group through Tumblr to get some practice but it's volunteering so I'm going to have to put it on the back burner to focus on bigger translation projects. Translating is a lot more fun when you're interested in the topic!
I also think DeepL is pretty good, even though it has quite a limited choice of languages. And of course, even the best machine-generated translation misses stuff out as soon as there is something between the lines that a professional human translator would have noticed.

I've tried Microsoft and Google translate offline but the conversation or voice features don't work unless they have a connection. Lots of apps say they work offline but I am installing them just to find out they only mean text or camera/optical character recognition. Any tips?
