Rooftops and not overly expensive are not an easy find around here. But if I had to give some suggestions:

‘Not overly expensive’ was contextual, lol. I expect to pay a premium for a rooftop bar. I just don’t want to burn through my wallet doing it. Thank you, though. I’ll look into those.

Harriet’s rooftop in Brooklyn has an amazing view, but it’s not cheap. The timeout market in Dumbo has a rooftop as well and pretty much exactly the same view and cheaper drinks.

Hello - looking to plan a fun night for some friends going to NYC in the summer. Looking for the best rooftop bars. We’ll be getting dinner beforehand so really just looking for places with good drinks, good music (live music always a plus), and good views. Any places that may have private (or reserved seating) that we can plan ahead for to are always great as well. Will take any and all suggestions as I am looking to make this a night on the town. Bars within close proximity to other bars are always a plus as well.

My partner and I have a term called getting "rooftopped". You find a cool rooftop bar, and their cocktail menu looks innovative, but pricey! You get up there, you see the cool rooftop vibes, and your drink is just okay and you paid $20-$25 for it.
The deception of expecting a blow-your-mind cocktail at a rooftop bar is "getting rooftopped". We always still have a fun time, but remind ourselves that the better innovative cocktail bars are going to be your more low-key or speakeasy style spots rather than the rooftops (and $5-$10 cheaper per cocktail, on top of that).

If you’re willing to drop a lot of cash, the Public Hotel has really insane views, especially from the bathroom funnily enough.
Otherwise, I would go to a rooftop bar in Brooklyn (so you can actually see the skyline). Westlight is also expensive but a good pick.
There's so many. A quick Google search for best rooftop bars in NYC will give you tons of options and honestly all have great skylines because it's NYC. The press lounge, 230 fifth, dear Irving on Hudson, monarch rooftop bar just to name a few. Cheers!

LLoHi Roof Bar in Bushwick is your average bar prices and a good view of the city
Go to the waterfront in LIC. There’s alcohol at Coffeed or you can sneak in your own. Great food trucks to choose from and you can watch the sea planes do their thing. Plus, great greenery and a quick and fun ferry ride. But I didn’t tell you any of this, we Queensies don’t want you to know.

Theres no such thing as cheap rooftop bars with a view. Heck, there's very few cheap bars in NYC.
That said, I'm going to sound like a filthy tourist and suggest 230 Fifth. It's not not cheap, but it's not insanely expensive, and it's got a great view of the Empire State Building and much of midtown. I've been there many times because I worked near it and it's always a good experience. You don't need a reservation or anything.
nah man rooftop bars are a dying breed. i’m sure they still have one on top of the statue of liberty or MSG… possibly even on the top of the Lincoln tunnel.

Have been looking at previous posts and reviews and hard to gauge the best rooftop bars and have been thinking of either ART Artulos or 230 fifth. Would i need to make a reservation as a solo traveller? Any other spot recommendations ?
I'd recommend going to https://www.panoramaroomnyc.com on Roosevelt Island. Great city views, perfect for pictures, and as a bonus you can take the tram from Midtown.

For a tourist, I’d totally recommend the tram. It’s on 60th and 2nd Ave. it’s worth it for the views and experience. You could always take the F train back to the city.

Not sure what the average run time of regulation playoff games has been this postseason, but it looks like Canes-Caps game 3 is at 6 p.m.: two and a half hours after BOS-NYK tipoff. I know you said you're looking for outside, but Bar Bao might be good as backup given it is official place for DC Knicks. ( https://www.facebook.com/groups/198261533915684/)
I would call and double check with the above recommendations about how they're handling that transition.
This is what Ivy & Coney said to me when I emailed at start of playoffs:
"We generally play all playoff games with Chicago or Detroit teams with sound on at least one TV (and they also get priority). Caps are a close third in terms of priority. We have 10 TVs so getting the games on for everyone isn't usually an issue unless it's a football Saturday or something like that.
If folks every have any questions, they can always DM us on Instagram, though we can't always answer them if it's during service."
This is what Midlands told me at start of postseason:
"NBA and NHL playoff sounds will be on as a case by case basis. When Caps play, the sound will be on the main speakers for those games even if the Pistons are playing. We can turn individual tvs sound up for other games as well. As both series gets closer to the finals, the sound will definitely be on no matter what. You can send folks our way for any games with the caveat that sound is not guaranteed on the main speakers for any one game. We are hoping there is no overlap between Pistons and Caps ha so then the sound can be on for both.
Anyway this is a long way to say we will be showing all NBA and NHL playoff games. We do take limited reservations, and I recommend folks to reserve a table and tv if they want a specific game especially since NBA and NHL games will overlap. (they can email themidlandsdc@gmail.com with reservation questions) Sound is not guaranteed for specific games but it will be on a game those days. it will just depend on how the schedules shake out. Hopefully this helps and let me know if there is anything else I can help clarify!"

The restaurant is SERRA. While I do like the place, It's a 'green house', and it's actually lower than most of the surrounding buildings. So if you're wanting something where you can look out over the city, or have open sky above you, this ain't it.
It's also very much instagram fodder, but with actually good food.
I know you asked for Manhattan but I'd highly recommend Westlight in Williamsburg/Greenpoint. It shouldn't be too difficult to get to and has one of the nicest views of the Manhattan skyline you'll find. The drinks and food are great too. You get a much nicer view of Manhattan.... from outside Manhattan.
There's also a lot of fun bars around that area afterward (Eavesdrop if you can get a res or put your name down on the waitlist before dinner).

Driving anywhere around NYC sucks and parking is even worse, I'd recommend taking the subway when you're in the city regardless of if you go to Westlight or stay in Manhattan. It should be pretty easy to get there on the G depending on where you're staying.
