In singleplayer mode, Marriage is possible only with a villager who is marked as "single" in the Social tab. For marriage between players in a Multiplayer game, see Multiplayer and Wedding Ring.

Before proposing marriage, you need to earn 10 hearts of friendship with your intended partner, which requires you to give them a bouquet (at 8 hearts of friendship). You will also need to repair the bridge east of Elliott's cabin (costs 300 wood) and upgrade the farmhouse at least once.

One of the library's Lost Books, entitled "Marriage Guide for Farmers", also explains the process.

To elaborate on Stranger Kadaaju’s words, you need 300 wood to repair the beach bridge, which is to the right of Elliots cabin

All candidates are playersexual, so your character's gender doesn't matter.

Easiest would be Haley; just give her all your daffodils from first year spring and dance with her during the Flower Festival (provided you've reached 4 hearts with her by then) and you'll probably be able to marry her before the end of summer. (you'll need to have upgraded your cabin at least once)

To get married, first reach 8 hearts with your target candidate. Buy them a bouquet from Pierre's. Then reach 10 hearts. Wait for rain (or use rain totem), go to beach, fix the bridge, and find the old mariner NPC at the top right corner of the map. Buy pendant. Give pendant to target candidate. Wait 3 days. You're married. Congratulations.

Get them up to 8 hearts by giving gifts, buy them a bouquet and continue giving gifts they love until they're at 10 hearts. When they're at 10 hearts, give them a mermaids pendant (found by the dude that only appears on the left side of the beach on rainy days) and make sure your house has been upgraded at least once. That's all there is to it.

I don’t know specifically what kind of help you need but here are basics: -bouquet for eligible bachelor/bachelorette when your at 8 hearts to start dating -At ten hearts I you can marry them if you have a upgraded house and repair the wooden bridge on the beach -on rainy days there’s a dude on the other side of the repaired bridge who will sell you a mermaids pendant for 5k. Give the pendant to your significant other and wait a few days for the wedding!

for multiplayer you buy the recipe from the travelling merchant in cindersap woods on fridays and sundays then you need five iridium bars and one prismatic shard to craft a wedding ring

First, you must get them to 8 hearts. This must be done by talking to them, and if you give them two loved gifts in a week they will go up a heart (at least for me it did). For example, if you want to marry Leah she loves salad, so buy that from Gus or get the recipe from Emily, who loves cloth, wool and gems, however she likes diamonds less than other gems, but more than most stuff. You can see what an NPC loves in the wiki. Once they are at 8 hearts, the net cat day you will get a letter from Pierre. He will now sell bouquets for 200g. Buy a bouquet and give it to your spouse option. If they are at 8 hearts they will accept. Then, get them to ten hearts. This might take the normal amount to get to, i don’t know as I gave Emily cloth on her birthday, which gives a lot more friendship points. When your girlfriend/boyfriend is on 10 hearts, the next day mayor Lewis will send you a letter about the mermaid pendant. You can buy this from the old mariner. He appears on the right side of the beach (unlocked by using 300 wood on the bridge), but only on rainy days. You pay 5000g for the pendant, give it to your girlfriend/boyfriend on 10 hearts, they will accept and the ceremony will take place in three days :)
