Most places in South America are budget friendly. Peru is probably the cheapest with the combination of friendly being important. Lots to see there if you like history and going to ancient ruins. Ecuador is good too. Bolivia is probably the cheapest but not too friendly to foreigners if you're off the beaten tourist routes. Mexico, Guatamala, and other Central American places not as cheap as they used to be, but still cheap compared to first world nations.

In terms of highly developed countries, Japan is probably the best option but it depends on where you are. The Yen is very weak right now, so it's an unusually affordable time to go.

The poorer the country the more "budget friendly". I suggest people think about the experience they seek or the activity they'd like to do and go where that is offered rather than pick a country and figure out what you can do there.
