Edit: u/interro-bang is correct, it's AAC @ 256, which is what itunes has been using for years. AAC is more efficient than MP3 so it's quality is the same, despite the lower bitrate.
I did this with GPM also via Google Takeout. I have around 330GB uploaded to GPM/YTM.
What I got was 165 download packs 2GB each with totally cluttered single tracks, album infos, covers and html data. Basically useless.

Companies like Google became monopolistic simply because they were the best at what they did: we say "google it" for search like we say use a "kleenex" for sniffles. But monopolies fail once they become annoying to use and people start looking for alternatives. Youtube Music is very annoying: you can't easily search and get to your own uploads and you can't download a song you've previously uploaded. Bad! I've started using Bandcamp as my simplified music player. Too bad most of my music is now "lost" up there in Google (unless I want to do a massive Google Takeout of all my music). Sad. Google is slipping.

GPM doesn't utilize Takeout for uploads -- you can only download uploaded content through the propriety Music Manager. Songs downloaded from GPM from that service reflect whatever metadata was present when downloaded.
YTM currently doesn't have the capability to edit metadata, so using Takeout will give you back whatever you initially uploaded.
Using the Transfer tool to migrate songs from GPM to YTM, and then going back into GPM to edit song metadata after the fact, will not affect content in YTM.
You need to use Google Takeout to do this
