Adopted a dog from the shelter about 2 years ago. He has had the worst breath of any dog that I have ever owned and I've never known why. He doesn't eat anything besides his dog food and a very occasional piece of meat that we give him from our own plates. I have looked inside his mouth and I can't find any signs of tooth decay or bad gums. He actually has fairly white teeth and pink gums so I do not believe this is the issue.
One thing my sister said is a possibility is something to do with him licking his anal glands and that we should express his anal glands. I never really catch him licking back there often, but it is possible that I just don't see it.

Definitely his breath because after licks you it leaves behind the smell.

They make a solution for teeth and gum health that you just add to their water, but Pomeranians are prone to teeth problems and most end up having to have them removed if you don’t brush them regularly so you really should brush their teeth. You could try using a different kind of brush maybe, but also, just like brushing their coat or anything else they don’t like, for some of them it just takes repetition, routine, and patience, and eventually they become okay with it. If you do for very brief/short sessions for a little while (like 15 secs or just the front for the first week, then 30 secs or just the front +one side the following week,etc) over time you can gradually work towards doing the whole mouth, and it will save the Pom a lot of pain and problems in the future and save you a lot of money
Also try changing the toothpaste. We are trying to acclimate to tooth brushing right now, definitely having a tough time with it. But we changed from a minty gel toothpaste to a poultry flavored one that was recommended on this sub and it made a difference. Still a struggle, but once we actually get the toothbrush in contact with her mouth she starts licking and it's not so bad.
Your dog likely desperately needs a dental. If the breath is that bad, probably teeth extractions. If bad teeth are left untreated, it WILL cause health problems and shorten your dog's life, not to mention that decayed teeth are painful.

Dehydration? Maybe dilute some electrolytes or broth and give plenty of water. I bought a portable water bottle I take every time we go outside (even for quick potty breaks). She enjoys drinking out of it just because she knows I have it, not because she necessarily needs it. Poms are also prone to teeth problems, so consulting with the vet wouldn't be a bad idea either.
You could get his teeth cleaned and then start using the tooth gel daily or twice daily to prevent it getting bad again. But if it smells its probably gum disease
If your dog’s breath smells to the point that it’s making you gag, he definitely needs a vet to look at and clean his teeth - under anaesthetic. There’s likely not only plaque on his teeth but plaque and bacteria under the gum, on the root. As someone else mentioned, there may be gum disease/gingivitis.
Greenies and home cleaning with a toothbrush, water additives, they probably won’t help at all at this stage.
It’s expensive, but it’ll help prevent future infection, rotten teeth, tooth loss and other systemic health issues in the future.
My pommie had this exact problem and got all of his teeth removed, under aneaesthesia, of course. He seems more content after the procedure.
We realized he was in pain from his gum, and we are so glad we listened to the vet.
He's able to eat things he enjoys today.
On a side note, he just turned 15 last month!

I got a little kit by tropiclean from PetSmart, and it comes with a dog toothbrush and a little hollow brush tip type thing that just slips over your finger, at first mine didn’t like the dog toothbrush and it was a little awkward to figure out how to brush someone else’s teeth much less a dogs cause they squirm and their mouth is shaped different and it’s a different angle than when you brush your own teeth, so I used the finger tool first, and I let him sniff it and bite down on it and just check it out and then rubbed it around a bit and after a little over a week he got more comfortable and patient and I switched to the full dog toothbrush
my dog is a miniature weenie shes 11 years old and she has gingivitis and i think halitosis. her breath smells like something died and she bites herself and makes her body stink shes has most of her teeth pulled anything we could do at home to make her breath not smell terrible?
Just to flag, there could be other issues causing smelly breath, eg kidney issues. I strongly recommend getting some bloods run at the vet alongside getting a dental check
Kidney issues was my first thought.
Go to the vet to check, especially if this is new, but it could just be how she is. My poodle/schnauzer has really bad breath, always has. He had a few teeth pulled but it’s still bad. Vet says everything is fine he just has stinky breath. Changed foods, brush his teeth more often, keep his face hair clean, it helps some but his breath is by far the worst of all our dogs past and present.

I’m currently using Chlorohexadine mouth wash cat safe for my boy and plaque off which you sprinkle over the food. It’s definitely helping the bad breath but the gingivitis is still bad. My mother has a dog that I grew up with that I love to death, his has always been pretty bad due to the breed he is and his rotten teeth. I moved back in with her after being away for many years and the dog is now 14 and his breath is KICKING, worse than it's ever been! It's so bad that the whole room ends up stinking and it sometimes even wakes me up haha. At first it was unbearable but over time it started to grow on me and now I love it!! I can't help but to put my face up to his when he yawns just so I can get a good smell. I'm supposed to be brushing and cleaning his teeth but refuse to because of how much comfort his stank breath brings me. It relaxes me. I looked at this whole thing objectively and realized how messed up it all is and was wondering am I really that f'd up and weird or is this something that happens to dog owners that love their dogs a ton?

If you're feeding them food that has ash and byproduct in it their mouth is acting as a sewer gate to the festering contents of their stomach.

In conclusion, there is no good way to make dog food taste good, the best way is to feed your dog food that doesnt make him ill and the best way to do that is to feed him a good quality raw diet.
I'm sure you've done the research, but if you haven't already, I suggest you go to the pet store and buy a cheap raw food diet.
i feed my dogs the same food every day and i give them two pieces of bread with their meal, and they never have a problem.

Treats for chewing will minimize it. There's also products like plaque-off (other cheaper products are available) that just get a tiny sprinkle on their food and work wonders.
I know in the UK you can only get proper dental cleaning if they use anaesthetic to put the dog under, so vets are typically loathe to do it unless they going under for another procedure or its really bad ... which this isn't.

My rat terrier, adopted 5 years ago, has terrible teeth. She has had 4 teeth extracted. Up until 2 years ago we did yearly cleanings but she began having difficulty waking up from the anesthesia so we stopped doing those. I wouldn’t be able to handle it if she passed while getting her teeth cleaned. So my question is how can I manage her oral care without putting her under?
Edit: she is 16 so I’m trying to be as minimally invasive as possible.

She’s on Nulo senior formula dry food mixed with a little water. It’s the only food that doesn’t make her vomit all the time.
There are enzymatic sprays and powders you can use in conjunction with brushing, or on their own. Work your way up to daily care. It's a long process and you're working with bad teeth and a small mouth so the challenge is greater than say, a young retriever for example. Don't expect overnight results.
If I could mix a powder into something tasty that would be great. I don’t have any expectations except hoping for better breath and less build up.

I have a rat terrier with the same issue, when I got him his mouth was long gone with gingivitis. I had him get a full scaling and told the vet to pull the teeth they couldn’t save. It helped A LOT and he went thru this surgery at 10 yrs old. However, I understand your trepidation with anesthesia.
Now, I brush his teeth twice daily and give him all natural greenies (he’s allergic to EVERYTHING). Believe it or not, I once tried not brushing for a few days and there was a noticeable difference. It still smells terrible, but it is definitely better with brushing. Otherwise, my husband and I just hold our breath when he yawns or licks lol.

Edit: vet recommended another scaling but now that he’s 13 I’m not putting him through that.
It certainly won't hurt. If the dog is past the point were brushing will help, the only thing that will help is a cleaning under sedation which doesn't sound like an option for your dog
My dog had bad teeth when we adopted him but I still brush every other day and give him dental bones. It's past repair just for brushing but I can still keep them as clean as possible. At the pet store I've seen mouth sprays and other things you can do quickly to freshen breath and help plaque.
What type of dental bones do you use? I’ve used greenies but she devours them so quick I wondering it’s in her mouth long enough to get any improvement.
As for other products I’ve a rollerball enzymatic breath freshener that she refused to lick. I put an additive to her water and she wouldn’t drink it.

I use the ones by the brand Blue Buffalo. They're pretty much just dried fruit and veggies but my dog loves them and they are good for the teeth. At Petsmart I bought a mouth spray, it's like foam and it helps get rid of plaque. Maybe you could try a product like that! Also my dog gets a treat every single time which helps lol.
Talk to your vet about different anesthesia. I had a dog who nearly passed the two times I put him under. I didnt put him out again for almost 10 years. I went to a different vet when he was older to get some teeth pulled. They used a milder anesthesia and he had no issues. It was 2 shots, 1 to put him out and a 2nd to reverse the anesthesia & wake him up.

Made sure I had top notch hygiene, flossing after every meal plus brushing. Got my tonsils removed. Started getting more active going for walks, riding bike.
But I still dealt with bb after tonsil removal which I figured it was gut related so I put it on myself to make the effort and put responsibility on me.
Turns out my bb came from my sinuses so bought navage to clean them out so all that plus eating better and drinking kombucha has done the job for me.
Tonsils stones make my breath worst but It’s not the reason
I’ve seen a lot of posts from people claiming getting their tonsils removed cured them. I’m almost 100% sure it’s a big reason for my bb. I’m getting mine removed in September. I’ll keep you updated once that happens. At times I’ve noticed my son also has bb but it’s not constant. If he brushes his teeth and tongue he’s good. Either way getting tonsils removed should be considered if dealing with tonsil stones cause those things smell horrible

The only thing you can do at this point is schedule a cleaning with dentist or hygienist. Then work on brushing afterwards to prevent it happening again and further recession
