Well going from the top to the bottom, Hamura was said to be on par with Hagoromo before he got ten tails so he should at the very least be right behind Madara since Hamura also had the tenseigan. The next row has edo Madara below alive final valley Madara even though edo Madara had rinnegan and infinite chakra.

The kage tier is by far the one filled with most of the problems. Why are so many people below berserk Obito? There's no way that version is above Tobirama, ems Sasuke, both forms of Itachi, the third raikage, Mu, Ohnoki, etc. On top of that, you have yellow mask Obito above orange mask, even though orange mask Obito is the more matured version.

You have Danzo above the fourth raikage, Killer Bee and Ohnoki, all of which beat mangekyou Sasuke with ease. Hebi Sasuke is way too high and is high jonin level. At that point in the series, Sasuke can't beat any bloodlusted kage in a straight one on one fight. Another extremely glaring issue is that you have Darui at mid jonin level when the dude beat Ginkaku AND Kinkaku, both of which are high kage level on your list.

Hidan is low kage level even though Shikamaru beat him and he's only chunin tier. There's still a lot of issues to go over and another thing is that I feel like there might need to be another tier added because way too many people are in kage tier that definitely don't qualify

Your ranked kid Obito far too high. He has not mastered Kamui at this point and has no feats besides beating some fodder. I wouldn’t put him above Hebi Sasuke. Also I would rank Itachi above sage mode Naruto.

Deidara, Kakazu, and Killer B should be a tier higher. Everything else looks fine for the most part.

I think all the tiers are REALLY broad but I think you’re seriously underrating the Sannin, Pain, Hiruzen, but most egregiously Karin. Karin is one of the most sheerly intelligent characters and her Uzumaki clan abilities are beyond immensely powerful. She’s possibly the best support ninja in the series

Shisui should not be god tier

Tsunade bullies Danzo. She keeps up with an amped Raikage in fighting Madara. Danzo had to take a hostage against MS Sasuke and lost. 

None of the 5 kage would have struggled as much against Sasuke as Danzo did. 

I think Gaara has a decent argument for being above Oonoki since you think Ay doesnt immediate speed blitz either one 

Honestly I’d put Danzo above any of the 5 Kage. Dude has Shisui’s Kotoamatsukami AND the ability to spam Izangi 10-11 times in a row. Just based off of that alone he could win 1v1’s with most characters in the verse. Because even if your fast enough to blitz him before he activates Koto he can just return from the dead and try again

Also a lot of people hold it against him that he lost to 5KS Sasuke but

1. The version of Sasuke that he fought was stronger than the version of Sasuke that the other Gokage fought

2. Danzo couldn’t use Kotoamatsukami on Sasuke because his eye was recharging from using it on Mifune earlier that day

3. Danzo was holding back against Sasuke to have enough chakra to fight Obito afterwards

there are some weirds things like WA Gaara being one tier above the Third Kazekage despite the databook and all characters pretty much stating the Third is the strongest of all time

it's not really downplay when it's true. a handful of boruto characters were affected by massive powercreep and stand leagues above any shipuuden character because of that. just Jigen alone is most definitely quite a but above Kaguya and was clearly far above naruto and sasuke in their prime

and then there's quite a few characters who are stronger than Jigen:

-Unlimited code (just generally stronger than Jigen)

-Daemon and Boruto who shat all over that code, Kawaki who with karma is even stronger than Boruto (a tier above unlimited code)

-Jura who toyed with Boruto and Kawaki, the latter said that even 2v1 they have no hope of beating him (at least a tier above Boruto and Kawaki, maybe even two tiers above them)

there's also some other shinju who may be strong like Mamushi (pushed Boruto a little, may fight Daemon later on since his target is Eida) and Hidari (was made of sasuke and may scale far above sasuke if he's affected by powercreep too). all the shinju are strong in general since even Matsuri seemingly low-diffed tf outta adult Gaara and shinki, so at minimum they're far beyond a regular kage-tier fighter (Matsuri wasn't even exhausted or injured after she beat them)

these characters just really are leagues above shippuuden. but I agree if you meant the few idiots who think the whole boruto cast is above shippuden, like some mfers saying Darui scales really high because he tussled with base momoshiki a bit. only the handful of the strongest of boruto characters are affected by massive powercreep, the rest isn't anything special by shippuuden standards. other than the ones mentioned above, only jima, mitsuki and sarada will be affected by powercreep too, EoS they'll definitely be leagues above naruto and sasuke too.

I haven't read Ur description(sorry) but here's how I scale them.

Every single current kage is THE WEAKEST kage that we've seen in action from their respective villages.

Ohnoki and Muu>Kurotsuchi. Ay3 and Ay4>Darui. Mei>Yagura.

Adult Konohamaru is AT MOST Pain Arc Naruto level. And he'll still lose in a 1v1 against PA SM Naruto.

Kaguya is the 2nd strongest otsutsuki that we've seen in action. No, the guy who got killed by a regular massive Rasengan is NOT stronger than Kaguya.

3 eyed Juubidara is AT LEAST in the top 5 STRONGEST characters from both Naruto and Borutoverse.( Isshiki,Kaguya,Naruto,Sasuke,Madara)

Hashirama was able to beat him before he had the rinnegan. But once he got the rinnegan he's beyond ninja level and cannot be 1v1. Poêple talk about 8th gate guy, but guy needed the help of Gaara, kakashi's kamui, minato's teleports and lee's 6th gate. Literally 3 kages working and helping guy and that still wasn't enough.

Well. Base momo was bullied by gaara and darui, while kinshiki was beated by kurotsuchi and chojuro.

Except Naruto and gaara, other kages are inferior versions of WA kages.

If 2 of them could defeat momo, then these guys are on relative power level. Kages were also handicapped, being unable to use ninjutsu against momo.

Edo madara shitstomped 5 kages, while playing with them for example.

Chunin level kids were shown reacting to both Momo and isshiki.

You can't have such shit happening if you want your villains to feel strong.
