C'est pas complètement vrai, Paris s'est maintenue comme capitale pour des raisons liées au centres de pouvoir des mérovingiens d'abord puis des robertiens devenus capétiens qui étaient très au nord, autour de la Seine et de la Somme. On le voit dans les tentatives de récupérer de manière effective l'Aquitaine et Toulouse, Lyon dépend de l'Empire et n'est pas une priorité avant que les rois tentent d'étendre le royaume vers l'Italie.
