For clothes, GAP sale racks can have fantastic deals. Shoes are more difficult, but always walk through the department at Marshals and Dicks Sporting Goods. Ideally, pick up a pair or two before you need them.
Thrift store for clothes. I’m a competitive runner and I never skimp on shoes. It can lead to injury. However I do check the sale section at my local running shop to see if they have the type I like on sale.
All my workout clothing has come from Costco. Every so often I look through all the stuff in the middle of the store and find what fits. It's usually 2nd tier brands, but never once have I thought my inability to perform better is being caused by the logo on my shirt.

I got this brand Hoka on Zappos, they were on sale and I had a $35 coupon code, so they were like $60. I used to get New Balance, but I definitely switched to Hoka's for Rucking.

For clothing the Kiprun range from Decathlon is excellent, the quality is as good as other brands which cost the double. Kalenji-branded stuff can be OK but overall not as good as Kiprun. I would hesitate before buying running shoes from Decathlon though, the only exception would be the Kiprun KD900.2 which is a well-reviewed tempo shoe.
The best approach for budget running shoes is usually not to go for the cheapest models in the range, but to buy the previous year's models on a discount. This can be hard if you're US size 9 like me, but if you have a small or very large foot then you can get some amazing deals.
Are you adverse to used? You can find lots of great quality brands for lightly used. I’ve sold a bunch of stuff only worn 1-3 times or NWT. IME the cheaper brands always disappoint including those you’ve listed.

I’ve loved my Old Navy running shorts. No phone picked but a small zip pocket that holds keys and a gel or two. When they have sales you can find shorts for less than $15. My favorite running tank is from there too and I grabbed it for $7. They have tall lengths too which is great for me.
I love Decathlon/Kiprun. Mostly good quality for shorts. I’ve found it varies by style though.

If you need really cheap stuff, try thrift stores. That said, I've gotten most of mine from Ross (similar stores are Burlington and Marshalls)
Ross and marshalls are really good for brands like reebok and asics at big discounts. I consistently get elastic shorts there for $12 that are really high quality.

If there is still a JCPenny near you, go there they have pretty decent quality but are going out of business so almost everything is priced down.

i go to tjmaxx, ross, marshall’s, nordstrom, and macys. the trick is to get a few really good pieces, so like a good sports bra (if you wear them) or shorts, and you can find athletic tank tops almost everywhere! check the clearance section on different store websites as well, sometimes you can find really good items!

Have you tried second hand sites like vinted. Lots of insta fitness models barely where stuff twice before they try the sell the outfits. I've gotten plenty of sets on there. They were always send to me clean, and even then I would wash them. Always worked out for me, got very cute sets for like 20-40

Don't sleep in Koch's downtown. Most of their business seems to be jerseys of pro teams, but they also have real sporting goods that are actually in stock. A few years ago, through a series of odd circumstances, I needed, in short order, a discus, wrestling headgear, and women's soccer goalie gloves. Dick's had none of them, Koch's had all of them.

Target has some ok stuff. I'm male, and a trail runner, but last time I was there I thought their stuff was decent. They had running specific and workout options. Also , try sports basement.
Yeah, female here, but Target tends to have stuff that is on-trend. Sometimes the fit is a bit weird, but if it fits you, definitely more affordable.
Second sports basement. Join their membership, it’s pretty cheap for a lifetime membership and it gets you a discount on everything. They run crazy sales sometimes too if you catch them at the right time. I bought a ski jacket for over $300 (already discounted from $500 and nowhere else even came close to them in price to begin with) and they said if I signed up for the membership, the price of the membership was less than the total discount it got me on that days’s purchase.
Old Navy. I bought workout clothes from them 5yrs back that is still in good condition. Some of their stuff is cheap quality but you can find good quality reasonably priced material too
I work out a few times a week including getting my feet and ankles soaked in salt water while sailboat racing and my old navy leggings have lasted like absolute champs. It’s my favorite place to get fitness clothing, especially the power press and power soft lines.

When I splurge, I hit the sales racks at Athleta. Quality is very high, and prices (even pre-sale) are generally lower then lululemon. They frequently have great sales though.
For more affordable, Amazon has a ton of stuff. Not local obviously, and you need to be careful, some of the cheaper stuff is really, well, cheap, and fits strange, but if you stick with the Amazon Basics brand, or others that get reviews, they can be pretty affordable. Plus free returns if you don't like it.

Costco. Their Kirkland and Danskin leggings are really nice. Comes with pockets. Cheap as hell. Grab a random tshirt, generally the men's ones or the ones in a 3 pack.
Target when things are on sale or switching season (clearance). Nicer prints and designs than Costco.
Came here to comment Costco for the Danskin leggings and workout shirts! The leggings are thicker and have pockets and are great, but their shirts are buttery smooth and soft and dry quickly

if you're a woman (or someone else who likes tight pants), IMO the only things that're really worth investing in are leggings/tight shorts (if you wear them) so you don't have to worry about things riding up/being see-through/etc. sports bras as well for larger chested women for similar reasons. for other things, tj maxx, marshall's, walmart, old navy, thrift stores, etc could all be options on the cheaper end of the spectrum, especially for things like oversized shirts.

Honestly, check out thrift stores. I've gotten most of my tank top (including some really nice name brand ones) for 5 bucks or less, like new! I'm a bit more picky when it comes to shorts since I have such long legs, I need longer inseam, but don't like working out in leggings, but you can find some running shorts pretty easily at thrift stores as well.

Old Navy and Costco. I've never shopped at any of those expensive athletic clothing stores. I always wait until Old Navy's workout stuff is 50% off and stock up. Costco recently had a sale on Puma sports bras (2 for $10-they're so comfy) and some crazy awesome yoga pants with a pocket in the back that my phone actually fits in.
