I think the ThinkPad x1 Carbon is out of your budget? It usually runs $1500+. I don't see any in the USA at least costing less that unless you get a really old model or a refurbished on.
Here are my recommendation:
Make sure select the configuration with the Core Ultra 5 258V processor, it will also upgrade your RAM to 32GB. The ram is soldered on all best to choose the faster processor + ram now. As you will be doing a lot of multi-tasking and spreadsheet work, it is very nice to have 32GB ram as it will feel very snappy. The design is also sleak. The one note that most reviewers online say about this laptop is that it has an insane battery life even with the OLED display with 400 nits of brightness. I mean 12-14+ hours of mix usage, so if you travel a lot this is a great great laptop.

Yes actually XPS 13 are still on sale, I believe the XPS 14 has been sold out and being discontinued. By signing up to the Dell newsletter, you can get an additional 10% off, It takes a while for the code to be emailed to you though (a few hours), so wait until you see it.
This one is a good one with the intel core ultra 7 256V, very capable processor with Intel Arc 140V. Should allow you to do most things well.

I'm looking for a light and portable laptop to use for errands and web browsing when traveling. I use a surface for work and really don't like the keyboard and stand, so something that supports its own weight and doesn't need a stand is important.

The more portable the better. I used to have an asus netbook in the early 2010s and I loved that thing. It was very easy to take with me on flights or use on the couch.

I picked up a new Lenovo Ideapad from Best Buy. It seems to be a Best Buy exclusive. However, there are some nice laptops that are in the IdeaPad 5 & 5i category. Mine had a Ryzen 7 chip, 12gb of memory, 512 SS drive. It is light and fast : highly recommend.
The high end of Dell 15 Inspiron 3000 looked nice too. It is heavier than xps but not bad with the SS drive.

Im in the market for a new MacBook, my budget is around $1000 .

I see an M1 Pro MBP 2021 16/512 14” for about $70USD more than a MBA M3 13’ 16/256 , which would you go with ?
The best bang for your buck is going to be a used 512GB 16GB 2021 14" or 16" M1 Pro on Craigslist/Facebook Marketplace/Offerup (Stay away from the 13" MBP as this is just a Macbook Air with a fan and a touchbar). It has a way better display than the Macbook Air so it will be much more enjoyable to use; not to mention it has a better GPU than any of the Macbook Airs. You get the same display and chassis as the M2/M3 MBP (M4 has quantum dot display and the same chassis but I doubt anyone can tell a difference). It sells for upwards of $1000 on eBay, so $800 would be a fair price from a private seller for a 2021 16" M1 Pro which is what they would get after eBay fees if they sold on eBay. I would pay even less than that for 14" model and I would aim to pay 20 percent off of eBay prices from a private seller. You might luck out and find one with more ram or storage too.
There's really not much of a risk buying from a private party as long as you erase and reset the machine before handing over your money. Since heat is the number 1 enemy of electronics and laptops and there's no moving parts in a Macbook Pro besides the fan. There's really nothing to suddenly break on a Macbook Pro. With their ARM cpus they are more like an iPhone than any Windows laptop. When's the last time you have ever seen an iPhone suddenly stop working out of the blue?

I'm a freshman for the Fall 2021 session in USF, and I would like some suggestions for good laptops that might be able to handle some light gaming.
I had previously considered a Surface Pro 7 (i-5, 8GB/128GB one along with a removable SD card for more storage), mainly because it's a 2-in-1 and I like being able to use a pen to jot down something quickly or add handwritten equations and diagrams to my notes. However, the price of buying the keyboard and the stylus along with the very limited gaming performance made me question my choice.
Another one I was eyeing is the Acer Swift 3, particularly the AMD 4700U with the Vega 7 configuration, since it seems to be able to handle some light gaming as well as passing the lightweight category for me. Obviously, this doesn't have any pen support but think using a graphics tablet or using something like the Rocketbook would be equally effective at making digital notes so it doesn't have to be a 2-in-1. However, I am confused if I should go for the 2020 one or the newer one with the improved display?

i would suggest the acer aspire 5 or the acer swift 3 but mainly acer aspire 5 is the best budget laptop there is. Just a side note: check the reviews of the laptops mentioned then think about the which one to buy. Also the screen brightness could be a problem but other than that you can go with the swift 3 or the aspire 5
Go with the acer! Repairability is a lot better, parts are cheaper and more manageable, plus when you eventually upgrade, you have a plaything to tinker around with and learn how and what not do when working on your own tools
