If you want to talk to them or want them to add you just send them a message privately and if they didn’t add you yet, and want to, they can add you there

if you add them on line they’re on your tsum tsum friends list, might take a bit of time for it to go through though

Perhaps what you did was 'hide' instead of 'block'.

Go to the 4th tab and click gear like button on upper right side.

In the section you can find the friends you hid and blocked. You can manage the lists.
