I can see that as well using the link on the download page. Considering the origin, it's probably safe and just a deployment error. It should be reported as a bug but the tracker isn't back up from migration yet. Alternatively, the launcher can also be downloaded and installed from the Microsoft Store.

When I try to download the launcher off the Microsoft store it says "getting ready" for about a minute or 2 then says you cant download the launcher from here. I'll then try and download it off the Minecraft website. I open the Minecraft launcher installer and make sure I'm signed in to the right account in the Microsoft store, I am, I accept the license terms and click install. It says "Please continue in the Microsoft store" and "we are having trouble communicating with the Microsoft store". one small issue, YOU CANT INSTALL IT OFF THE MICROSOFT STORE. I was playing Minecraft fine yesterday and today when I try and launch it has trouble communicating with the store or whatever so I tried reinstalling that launcher since that normally works, but I cant even do that.

My question is... Is it available to purchase and download? Or do i need a disc? The laptop i bought has no disc drive so i'm trying to figure out my options, aside from buying an extral disc drive to install it.

So there are two options, mentioned by two other comments, but I'll put them together here:
You can purchase and download Minecraft. This is, in fact, the "original" way of doing so; it was originally coded in Java and sold online. Ty. I'm clearly out of touch with my minecraft knowledge. I saw the java script version but then saw there was a diff version for crossplay. This explains it very neatly, thanks. I just wanted to do this as simply as possible and allow him to keep playing with the friends he has on xbox.

Ok, I hate this new system as mutch as you do. So first log in with your mc account on the site, then find a download or purchase tab. Then choose pc, and press buy mc. THEN it notices you own the game and lets you download. (I did this from memory so feel free to ask questions, I may have a few things wrong)

Deluxe only if you plan to spend money on the marketplace (microtransactions to unlock player-made content. Each content has its price). You get 10$ worth of minecoins and a few random items from the marketplace for 10 extra dollars
Trio of Minecraft only if you want two separate standalone relatively poorly received games (dungeons and legends)
Console edition (bedrock) is also supposed to be sold with PC edition, now, but I’m not sure if the PS5 supports that model. I’d say try the free one first, and if that doesn’t work, try the PS5 Standard Edition

Well the link would likely be to a site like mediafire where you can upload zipped files. Download it from that. When it's finished use a program like winRAR to extract the contents of the file (I recommenf extracting to your desktop). Once you do that, search %appdata% in the windows search bar thing and locate the .minecraft folder. There, there's a folder called saves (I think? Something similar if not). Drag the folder you extracted to your desktop into there and load up the game. It should appear when you go to select a world.

On bedrock edition, just open the .mcworld file.
If you got a zip file on bedrock edition, goto %appdata% by pressing windows and r, go back from roaming to appdata, goto local, find <i will finish>
If you got a .zip file on pocket edition, get a file editor, go to Games, com.mojang,

You put the save you get in the .minecraft folder. To open it you type %appdata%, then Minecraft and saves. It should be unzipped. And that's basically it, restart your game if its on and it should work.
